Barclays Plc and Royal Bank of Scotland Group Plc rose more than 2 percent, pacing gains in European lenders.

The FTSE 100 declined less than 0.1 percent to 6,940.64 at the close in London. It earlier rose as much as 0.4 percent to a record. The broader FTSE All-Share Index dropped 0.1 percent, while Ireland’s ISEQ Index fell 0.5 percent.
