Cook County Commissioner Jesus “Chuy” Garcia, who forced Chicago Mayor Rahm Emanuel into a runoff, said that money and endorsements didn’t carry the day for the man he’ll face April 7.

“For us, it’s a great win, a great partial win in that we were outspent by huge ratios,” Garcia, 58, said in an interview after greeting commuters Wednesday morning. “The fact that we came up with a good showing, I think bodes well for democracy and for the debate about Chicago’s future.”
