New York Mayor Bill de Blasio isn’t ready to say how he’ll get a reluctant state Senate to give him the power to limit rent increases for 1 million tenants, a key part of his affordable-housing program.

The rent law expires in June. Tenant advocates say a newly elected Republican Senate majority in Albany will force them to pursue a less-ambitious strategy and even struggle to hold on to the protections they already have.
