EU Rules Out Revision of Law to Include Airlines in Carbon Plan

The European Union is not considering a change of the regulation to include aviation in its emissions trading system starting next year even as it is opposed by some airlines, European Commission President Jose Barroso said.

The EU decided in 2008 that external and internal flights should be covered by its emissions trading system, known as the ETS, after airline discharges in Europe doubled over two decades. China’s airline association said earlier this week that it “totally opposes” the EU’s plan to expand its cap-and-trade program, adding the initiative may prompt trade conflict.
