To Create Jobs, Help Existing Small Employers

In a Huffington Post column this summer, Robert Litan of the Kauffman Foundation argued that generating more startups is the answer to our nation's unemployment problems. While I agree that entrepreneurship is good for the economy, I don't think that policymakers' best answer to our jobs problem is encouraging people to start businesses. We'd be better off helping existing small businesses to hire more.
