A Future with Open Borders?

The Senate is debating immigration reform legislation that would tighten border enforcement, create a guest worker program, and make it possible for millions of illegal and temporary workers to become citizens. I'm in favor of the law, which retains the traditional U.S. pro-immigrant stance while dealing with some important concerns (see BW Online, 3/31/06, "In Georgia, Immigration Is No Peach").
