Jeff Jarvis has a great post with zillions of links about joining together to create an online system to respond to disasters like Katrina.

Lots of thoughtful comments. A couple refer to the digital divide. Part of the challenge of rescue2.0 will be to create a network that reaches the 20-30% of the population that's not online. A second challenge, perhaps even greater, will to be to extend it to the entire world. An initial step will be to make it accessible to the Spanish-speaking residents of this country.
