Are Los Dos Amigos On The Outs?

Relations between Mexico and the U.S. are strained in the runup to a meeting by the leaders of the three members of the North American Free Trade Agreement in Waco, Tex., on Mar. 23. On the eve of a Mar. 10 one-day visit to Mexico City by Secretary of State Condoleezza Rice, President Vicente Fox described as "shameful" Washington's recent criticism of Mexico's record on human rights and war on drug trafficking. Still, Fox hopes to make progress on an immigration accord first discussed in pre-September 11 days, when a friendlier Fox Bush duo dubbed themselves "Los Dos Amigos."
