Can The U.N. Beef Up Controls On Nukes?

Mohamed Elbaradei, director general of the International Atomic Energy Agency, wants a stronger regime for containing the spread of nuclear weapons. He told the U.N. on Nov. 3 that new controls are needed on civilian nuclear programs to ensure that countries don't secretly make fuel that can be used for bombs. ElBaradei faces an uphill battle to update the Nuclear Nonproliferation Treaty, since nuclear-arms-possessing countries such as India and Pakistan have never signed.
