Table: Assessing Affirmative Action

How the NEP has helped:

-- Poverty among Malays has dropped to 8%, from 50%, since 1973

-- Percentage of rural population with access to safe drinking water has increased to 74%, from 6%

-- Thanks to quotas, Malays now make up 60% of the student body at universities

How the NEP has failed:

-- In three states with rebellious Malay majorities, poverty still ranges from 19% to 33%

-- Due to Bumiputra quotas, many ethnic Chinese and Indian students go abroad to study, and never return, causing brain drain

-- Malays hold only 19% of the country's corporate equity, falling short of target of 30%
