The Baby Bells deny that they discriminate, but rival ISPs complain that they:

-- Charge independent ISPs more than Bell affiliates for DSL access

-- Cut service to rival ISPs' customers--and blame the ISPs for the shutoff

-- Delay the installation of DSL lines that will serve competing ISPs

-- Do repairs for their own customers far faster than for those of ISPs
