Passing the responsibility -- and some of the cost -- for medical insurance from employer to workers finds few takers

The rising cost of health-insurance premiums is one of the biggest headaches facing small-business owners. Yet a new study by the non-partisan Employee Benefit Research Institute (EBRI) has found little movement among employers -- big or small -- toward a radical restructuring of the way medical benefits are selected and paid for.
