Notwithstanding the U.S. economy's current productivity surge, a leading theorist on the impact of technology on growth is concerned that the pickup may not last. In a new study, Stanford University economist Paul M. Romer warns that the U.S. is falling behind in developing the skilled human capital necessary for research and development.
