Keeping U.S. Air Force satellites on course is Mike D. Kowalsky's job. An engineer with Fairfax (Va.)-based Zeta Associates Inc., he designs and calibrates uplink and downlink stations needed to direct the birds along their heavenly passage. But tweaking their flight paths requires more than a compass and a pair of binoculars. Kowalsky relies on complex testing devices to ensure the accuracy of transmitted guidance signals.
