Hollings circulated a letter in late June detailing his opposition to foreign-government-owned companies buying U.S. telecom carriers, 30 Senate colleagues quickly jumped on board, to the surprise of friend and foe alike. And when the Senate leaders of both parties backed a Hollings measure to bar foreign-government ownership of U.S. telecoms, Deutsche Telekom dialed 911.
