Last year's high-flying predictions about China's Internet Revolution now look excessively optimistic. True, the number of Chinese individuals and businesses online is soaring, as Beijing cuts access fees and encourages business-to-business services. But the Net industry is having a hard time getting off the ground because of slow connection speeds, consumers' lack of disposable income, and the limited use of credit cards, which hinders e-commerce.
