The Justice Dept. is cracking down on predatory pricing

In January, 1995, tiny Vanguard Airlines Inc. started offering three round-trip flights a day from its hometown of Kansas City, Mo., to Dallas. The discount carrier gave passengers a great deal--the average one-way fare was $80, compared with $108 on its main competitor, American Airlines Inc.
