The Wto: Another Chance For China
It now appears that there is one last hope for a U.S.-China deal to get China into the World Trade Organization before the next election. The first time the two countries were close to agreement in April, the Clinton Administration blew it. Now, it is up to President Jiang Zemin to close the deal that would open China's economy further to foreign investment. If he can, it will strengthen the hand of his nation's economic and political reformers. If he can't, it will mean conservatives have come to dominate.
