Congress may finally be ready to allow a financial free-for-all

It has taken a quarter of a century. An entire generation of lawmakers and lobbyists in Washington can't even remember a time when banks, brokerages, and insurers weren't battling to reshape the barriers between their industries. But the end may be in sight. Even with President Clinton's veto threat hanging over it, financial-services modernization is likely to become law by Thanksgiving, if not sooner.
