The IRS is still auditing small businesses at twice the rate of the average taxpayer, as a recent report from the General Accounting Office shows. But look closer--the IRS may not be such a bully after all. Not only is the agency setting up a division to work exclusively with small businesses, it's also cooperating with the U.S. Senate Committee on Small Business to simplify the 200-odd forms that could apply to a small business.
