Commentary: Nato: Where The Fault Lines Lie

When NATO's 19 foreign ministers met in Brussels on Apr. 12, they stood shoulder to shoulder in their resolve to bring Yugoslav President Slobodan Milosevic to heel. And barring some debacle in the Kosovo conflict, when the allies meet again Apr. 23 in Washington to toast NATO's 50th anniversary, they'll present the same solid phalanx.
