Persuading businesspeople to open up factories in Palestine is no easy task in the best of times, let alone during this minefield of a peace process. But on Dec. 14, while President Bill Clinton was cutting the ribbon at the new Gaza International Airport, U.S. Commerce Secretary William W. Daley was doing the same at a site that may be Palestine's biggest job-creation engine: the Gaza Industrial Estate.
