Monday, Nov. 23, 2 p.m. EST -- The Treasury Dept. is expected to report a deficit of $30 billion for October, according to the median forecast of economists surveyed by Standard & Poor's MMS, a division of The McGraw-Hill Companies. October is the first month of the 1999 fiscal year. Fiscal 1998 ended with a surplus of $70 billion.
