DaimlerChrysler isn't the only new company in Detroit. As expected, General Motors said on Nov. 16 that it will give Delphi Automotive its independence, starting with an public offering of up to 19% of the $31.4 billion auto parts subsidiary--which is expected to raise $1.5 billion.
