The bank bailout mess is stifling lending--and could undermine Zedillo

For many Mexicans, it was an outrage: After two years as a fugitive in Spain, Mexican banker Angel "The Divine" Rodriguez was finally arrested and extradited to Mexico. But after a June 5 court hearing in Mexico City on charges of multimillion-dollar bank fraud, he was allowed to drive home to his mansion, in his luxury sedan, to await trial. "When we see The Divine free to drive around the streets, we know something is seriously wrong with our justice system," complains opposition Congressman Santiago Creel of the center-right National Action Party. "It makes us sick."
