On a drizzly morning in Sittingbourne on Britain's southeast coast, several men are hacking at weeds and widening a parking area beside a creek. They are enrolled in Project Work, a government-funded program that forces people on the dole to work up a sweat while they collect up to $1,000 a month plus rent. The men are helping out at the Dolphin Yard Sailing Barge Museum--a home for vintage barges and other nautical artifacts.
