Commentary: Storming The Bureaucratic Bastille

France's new Socialist government grabbed power by promising job-starved voters that it would boost employment. But Prime Minister Lionel Jospin's plan to create 700,000 public-sector jobs by autumn won't produce the economic spark France needs. And it doesn't convince many of his fellow citizens. According to a recent poll, a majority of French voters already are betting the new regime will be thrown out before its five-year term is over.
