Last year, complaints about huge fees and unfilled orders for research led to a probe of the Chamber of Commerce Serving Greater New York. Refunds ended the matter. The problem: "chamber of commerce" can't be trademarked, so some for-profit businesses, such as the Adult Chamber of Commerce, which serves the sex industry, use it. In Nashville and Washington, too, groups are at odds over the name.
