Small Business Exporters Get A Boost From Bill

Republicans wince but agree. Trade expansion has been one of President Clinton's significant first-term accomplishments. Now, with the November election looming, the Administration in coming weeks plans to unveil two initiatives aimed at luring small and midsize businesses into the global marketplace. One would make financing more accessible to smaller exporters. The other would make the Internet a "duty-free zone" for business transactions.
