Zhao Tianzuo, chief engineer of the Shanghai Municipal Planning Administration, has a problem with bikes--8 million of them. "If we can't get people to give up their bicycles," he complains, "we can't get the buses to move quickly enough for people to be willing to ride them. And if we can't make the buses faster and more comfortable, more people will buy bicycles."
