WILL PROCTER & GAMBLE'S fat substitute, olestra, see the light of day? Eight years after P&G petitioned the Food & Drug Administration, it believes approval for use in snacks may be nearing. Potato chip addicts are waiting: P&G says chips made with it would have no fat and fewer calories. Test marketing could begin in 1996.
