In mid-September, executives of Kimberly-Clark Corp. and Scott Paper Co. were working on plans to merge their companies when the European Union dropped a bombshell. The EU had decided to investigate the merger for antitrust violations. If the commissioners don't like what they find, they could force the paper-goods companies to sell a chunk of their assets in Europe, where their combined sales exceed $2 billion.
