The Military Troubles Chile

The refusal of a former military intelligence chief, Manuel Contreras, to accept punishment for his role in a 1976 assassination is undercutting the democratically elected government of President Eduardo Frei. Another general has gone to jail, but Frei can't be sure there won't be trouble from the military if he tries to force Contreras into prison. The standoff could hurt the Clinton Administration's efforts to bring Chile into the North American Free Trade Agreement.
