Netscape Communications gives away its World Wide Web browser, but there's a catch: You must have access to the Internet to download it. Now, Netscape Navigator Personal Edition offers another route to the Web. The $40 program provides installation of Internet-access software through various services, which charge around $20 a month for moderate use. The package includes Netscape's latest Web browser, which handles secure credit-card transactions on the Net, and a copy of Qualcomm's Eudora Lite E-mail program.
