If Social Security is the third rail of politics, why do Senators Bob Kerrey (D-Neb.) and Alan K. Simpson (R-Wyo.) keep dancing on the tracks? Kerrey headed a panel that proposed entitlement cuts. And Simpson vowed to probe the American Association of Retired Persons, Social Security's champion. Now, they're pushing a bill to let some payroll taxes be diverted into IRA-type accounts--raising fears their bravura will prod Congress to consider privatizing the system.
