The White House science office is in the thick of an Administration fight over whether every federal agency must cut its budget by the same percentage. The science advisers say that large departments with huge administrative overhead can trim bureaucracies more easily than the thinly staffed National Science Foundation, which spends over 90% of its $2 billion budget on grants. But most departments don't want any one agency to get special treatment.
