Bank Lending: New Rules Again
AFTER NEARLY TWO YEARS OF debate, regulators on Apr. 19 unveiled new Community Reinvestment Act regulations to streamline supervision of bank lending in inner-city and rural areas. Earlier versions had drawn fire from bankers, and one of the most controversial provisions, requiring banks to report small business loans by race and gender, has been cut. This is unlikely to be the last word. Republicans have proposed bills to exempt small banks.
