Despite support from GOP leaders, a plan by Senate Foreign Relations Chairman Jesse A. Helms (R-N.C.) to shift export-promotion programs from the Commerce Dept. to the State Dept. is going nowhere. Big Business fears Foggy Bottom pinstripes will ignore trade. GOP members of the Senate Commerce and Banking panels decry Helms's plan as a turf-grab, and even State opposes it. If Commerce is axed, business wants a new export-promotion agency.
