Thirteen Percent Is No Drop In The Bucket
In "Why welfare reform is such a long shot" (News: Analysis & Commentary, Jan. 16), you fluff off total spending on the poor as only 13% of the budget. When did 13% become "only"? I'd call 13% a significant expense deserving close scrutiny and pruning.
