When Representative Pat Roberts (R-Kan.) addressed the American Conservative Union on Dec. 6, he expected an ovation for helping to kill special-interest House caucuses financed by taxpayers. Instead, he got scattered boos. Why? In their zeal to remake Capitol Hill, Roberts and his fellow GOP reformers eliminated not only liberal caucuses but conservative units, too.
