If economic issues are, in fact, most dear to voters, then Argentina's President Carlos S. Menem should have little trouble in his bid for reelection in May, 1995. The country's economic progress is being watched closely by many outside Buenos Aires as well. The nation has been targeted by the U.S. as a big emerging market with great potential for buying exports.
