Unions Test Nafta
Unions in the U.S. are using the North American Free Trade Agreement's side accord on labor to help Mexican workers bargain with American owners of Mexican plants. On Sept. 12 the National Administrative Office (NAO), set up in Washington under the Labor Dept. to implement the pact, will hear charges by the Teamsters against Honeywell Inc. and by the United Electrical, Radio & Machine Workers of America (UE) against General Electric Co.
