A Little Health Reform Is Better Than None
Can Washington salvage anything useful from the ashes of President Clinton's struggle to reform health care? Yes. It can, and it should. The odds against action are lengthening, but Congress and the Administration still have the chance to take some beneficial steps toward overhauling America's medical industry. Doing so should be their overriding priority in the next six weeks.
