Trustees of President Clinton's legal-expense fund are eyeing a direct-mail campaign to raise up to $2 million in expected lawyers' bills to fight sexual harassment and Whitewater-related charges. Donors to the Democratic Party and Clinton's Presidential campaign likely would be tapped first. Meanwhile, the White House counsel's office is warning staffers against personally soliciting donations, which are limited to $1,000 a year for individuals.
