Dole's rating was twice that of the next two quotemeisters combined: Majority Leader George J. Mitchell (D-Maine) and Edward M. Kennedy (D-Mass.). Harlan Mathews (D-Tenn.), with 128 mentions, wins the Silent Senator Award.
