After long delays, two big U.S.-Russian energy deals will soon be signed, White House officials say. A $10 billion project headed by USX's Marathon Oil and McDermott International to tap oil and gas deposits off Sakhalin Island is to be signed on June 23, when Russian Prime Minister Viktor Chernomyrdin comes to Washington. A $6 billion Texaco Inc. project to develop fields in northwest Russia is slated to be inked in September, when President Boris Yeltsin visits the U.S.
