Housing starts in March are expected to have rebounded from their weather-depressed levels in January and February. The MMS survey calls for an increase to 1.4 millions starts, up from 1.31 million in February and 1.26 million in January. However, further gains in new building in 1994 will be limited by demographics, rising home prices--mainly the result of higher lumber costs--and most recently, a kickup in 30-year fixed mortgage rates to 8.5%.
