Frustrated at Western reluctance to assist in refurbishing its shut-down Medzamor nuclear plant, energy-starved Armenia is turning to Russia for nuclear fuel rods and technical assistance. The Russians are gradually reasserting their influence over many former Soviet republics through a variety of means, including energy and economic-aid deals.
