It made sense for both companies last June when Akzo, the Dutch chemical giant, announced that it wanted to sell its marginal paper-chemicals business to Nobel Industries, the market leader in that niche. But on Nov. 8, the two companies reversed field. For $2 billion, Akzo is buying not just Nobel's paper-chemicals business but most of its other operations as well.
