Buying Off French Farmers

France is throwing a new sop to its farmers--$255 million in debt relief and higher pensions--apparently to quell unrest in the event that Paris accepts farm-subsidy cuts in Uruguay Round talks. That could augur well for a world trade deal, as the Dec. 15 deadline nears. But French farm leaders, who are renowned for disruptive demonstrations, claim they still won't take any cuts lying down.
